The retirements of Joyce Sigafoos Gnandt and Sgt. Thomas McDonough represented a changing of the guard in two different parts of police headquarters. Gnandt spent the last decade of her career as the police director’s secretary. Her 47 years of service made her the most senior employee in the entire city.
